The staffing mentioned in the preceding paragraph shall include numerical quotas of staff and the number of leadership positions 前款所称编制，包括人员的数量定额和领导职数。

The engagement of civil servants shall be conducted within the quota of staffing and limit of amount of salary as provided by laws 机关聘任公务员应当在规定的编制限额和工资经费限额内进行。
